For format H264 and HEVC, the firmware can report the parsed profile idc
and level idc to driver, these information may be useful.
Implement the H264 and HEVC profile and level control to report them.

Report the average QP value of the current encoded frame via the
V4L2_CID_MPEG_VIDEO_AVERAGE_QP control, the value applies to the last
dequeued capture buffer.

it can help analyze the state of the firmware in case of error

For some invalid frames,
especially multiple consecutive invalid frames,
they all can't be decoded,
then the firmware can send picture skipped event
to notify driver that some frames are invalid,
driver can return them with error flag.

The amphion vpu codec ip contains encoder and decoder.
Windsor is the encoder, it supports to encode H.264.
Malone is the decoder, it features a powerful
video processing unit able to decode many formats,
such as H.264, HEVC, and other formats.
This Driver is for this IP that is based on the v4l2 mem2mem framework.
Supported SoCs are: IMX8QXP, IMX8QM
