[WHY]
DSC block level should only be responsible for reporting single DSC
instance capabilities. Factoring in ODM combine requirements should be
handled in dc_dsc.c. Both components should acquire clocks from clk_mgr
to determine throughput capabilities instead of relying on hard coded
values as these can differ by SoC and SKU.
[HOW]
1) Add dsc_get_single_enc_caps to acquire single DSC instance
capabilities (replacing dsc_get_enc_caps), factoring in DSCCLK
2) add build_dsc_enc_caps to combine single DSC instance capabilities
3) account for max pixel rate per pipe (DISPCLK) when calculating
minimum slice count

In DML2 (not DML2.1), DCN35 and DCN351 have the
default value for use_native_pstate_optimization
set to true. The code path where this bit is
false is not used.

The boolean fast_validate is used as an
input parameter in multiple functions. To
support more scenarios, we are
replacing it with enum dc_validate_mode.
[How]
The enum dc_validate_mode introduces three
possible values:
1) DC_VALIDATE_MODE_AND_PROGRAMMING:
Apply the mode to hardware
2) DC_VALIDATE_MODE_ONLY:
Check whether the mode can be supported
3) DC_VALIDATE_MODE_AND_STATE_INDEX:
Check if the mode can be supported, and
determine the optimal voltage level
needed to support it.

There are several gaps that can result in SubVP being enabled with
incompatible HW cursor sizes, and unjust restrictions to cursor size due
to wrong predictions on future usage of SubVP.
[HOW]
- remove "prediction" logic in favor of tagging based on previous SubVP
usage
- block SubVP if current HW cursor settings are incompatible
- provide interface for DM to determine if HW cursor should be disabled
due to an attempt to enable SubVP

Remove the unnecessary DC_FP_START/DC_FP_END pair to reduce time in
preempt_disable. It also fixes "BUG: sleeping function called from
invalid context" error messages because of calling kzalloc with

We are trying to get rid of all multiplications from allocation
functions to prevent integer overflows. Here the multiplication is
probably safe, but using kcalloc() is more appropriate and improves
readability. This patch has no effect on runtime behavior.

This patch adds a boundary check for the hpd_source index during the

[Description]
Before every full update we must wait for all pending updates to be
cleared - this is particularly important for minimal transitions
because if we don't wait for pending cleared, it will be as if
there was no minimal transition at all. In OTG we must read 3 different
status registers for pending cleared, one specifically for OTG updates,
one specifically for OPTC updates, and the last for surface related
updates.

This commit addresses a potential null pointer dereference issue in the
`dcn32_acquire_idle_pipe_for_head_pipe_in_layer` function. The issue
could occur when `head_pipe` is null.
The fix adds a check to ensure `head_pipe` is not null before asserting
it. If `head_pipe` is null, the function returns NULL to prevent a
potential null pointer dereference.

When Subvp pipe's index is smaller than main pipe's index, the main
pipe's ODM policy is not yet assigned. If we assign subvp pipe's ODM
policy based on main pipe, we will assign uninitialized ODM policy.
[how]
Instead of copying main pipe's policy we copy the main pipe ODM policy
logic. So it doesn't matter whether if main pipe's ODM policy is set,
phantom pipe will always have the same policy because it running the
same calcualtion to derive ODM policy.

Future implementations will require a distinction between AC power and
DC power (wall power and battery power, respectively). To accomplish this,
adding a power mode parameter to certain dc interfaces, and adding a
separate DML2 instance for DC mode validation. Default behaviour unchanged.

When the DML2 wrapper explicitly accesses context->dml2, that creates a
dependency on where dc saves the DML object. This dependency makes it
harder to have multiple co-existing DML objects, which we would like to
have for upcoming functionality.

- remove all references to context->dml2, use parameter instead

[why]
The feature was disabled due to regression found during testing. Now
that all the pending issues are addressed, we are reenabling the power
saving feature again.
The feature optimizes dispclk level when user is using MPO capable
broswers or watching MPO capable videos in windowed mode. The feature
achieves power optimization by utilizing free pipes to process incoming
pixels in parallel. So it reduces max dispclk requirements for each
pipe.
Previously ODM power optimization will be disabled when MPO plane is
present due to technical challeges. This is mainly because ODM divides
pixel workload with respect to stream but MPO plane position and size
are arbitrary with respect to stream. The pixel processing workload of
an MPO plane is not guarenteed to be evenly distributed across DCN pipes.
For example if a plane is moved inside single ODM slice, all the
processing for the plane is distributed to the pipe in the current ODM
slice, while the other ODM slices don't need to process this plane. If
the plane is then moved to the middle crosing two ODM slices, each ODM
slice gets half of the workload. This is especially difficult when the
plane itself has a large source rect which can't be processed by single
DCN pipe. In this case we can't enable ODM power optimization when the
plane is only within one ODM slice.
[how]
To overcome the challeges, new pipe resource management is in place to
make sure a plane is validated with ODM power optimization support if
it can be validated regardless of its position and the same pipe
topology can be used regardless of the plane's position. When the plane
is moved outside current ODM slice, we will set recout to 0 so the pipe
can be idling without the need to update pipe topology. When the user
resizes a plane, it may result in downscaling ratio changes. When the
downscaling ratio is above single pipe's threshold, we will seamlessly
exit ODM power optimization and applies MPC combine to support the plane.
when downscaling ratio becomes smaller, we will seamlessly enter ODM
power optimization again. All these pipe transitions happen
automatically and quietly when the conditions are met without any visual
impacts to the user.

[why]
When populating dml pipes, odm combine policy should be assigned based
on the pipe topology of the context passed in. DML pipes could be
repopulated multiple times during single validate bandwidth attempt. We
need to make sure that whenever we repopulate the dml pipes it is always
aligned with the updated context. There is a case where DML pipes get
repopulated during FPO optimization after ODM combine policy is changed.
Since in the current code we reinitlaize ODM combine policy, even though
the current context has ODM combine enabled, we overwrite it despite the
pipes are already split. This causes DML to think that MPC combine is
used so we mistakenly enable MPC combine because we apply pipe split
with ODM combine policy reset. This issue doesn't impact non windowed
MPO with ODM case because the legacy policy has restricted use cases. We
don't encounter the case where both ODM and FPO optimizations are
enabled together. So we decide to leave it as is because it is about to
be replaced anyway.

For FPO and SubVP/DRR cases we need to ensure to program
OTG_V_TOTAL_MIN/MAX_SEL, otherwise stretching the vblank
in FPO / SubVP / DRR cases will not have any effect
and we could hit underflow / corruption.

In DCN32/321 FPO uses per-pipe P-State force. If there is no plane, then
then HUBP is power gated, in which case any programming in HUBP has no
effect and the pipe is always asserting P-State allow. This is contrary
to what we want to happen for FPO (FW should moderate the P-State
assertion), so block FPO if there's no plane for the FPO pipe.

Phantom streams and planes were previously not referenced explcitly on creation.
[HOW?]
To reduce memory management complexity, add an additional phantom streams and planes
reference into dc_state, and move mall_stream_config to stream_status inside
the state to make it safe to modify in shallow copies. Also consildates any logic
that is affected by this change to dc_state.

Part of the dc_state interface that deals with adding streams and planes should
remain public, while others that deal with internal status' and subvp should be
private to DC.
[HOW?]
Move and rename the public functions to dc_state.h and private functions to
dc_state_priv.h. Also add some additional functions for extracting subvp meta
data from the state.

When querying DML for a vlevel after pipes have been split or merged the
ODM policy would revert to a default policy, which could cause the query
to use the incorrect ODM status. In this case ODM 2to1 was validated,
but the last DML query would assume no ODM and return the incorrect
vlevel.

Added ODM check to apply the correct ODM policy before querying DML.
