creating optc repo in dc, and moved the dcnxx_optc.c and .h files into
corresponding new folders inside the optc and cleared the linkage
errors by adding relative paths in the Makefile.template.

Move all resource files to unique folder resource.
[HOW]
Created resource folder in dc, moved the
dcnxx_resource.c and dcnxx_resource.h files into
corresponding new folders inside the resource and
made appropriate changes for compilation in Makefiles.

We have some FPU operations on the resource part of the DCN201. This
commit drops FPU flags and moves any required FPU code to the DML
folder.
