platform/x86: intel_telemetry: Remove unused telemetry_raw_read_events()
telemetry_raw_read_events() was added by the commit 378f956e3f
("platform/x86: Add Intel Telemetry Core Driver") in 2016 but has
remained unused.

Remove it.

platform/x86: intel_telemetry: Remove unused telemetry_[gs]et_sampling_period()
The functions:

  - telemetry_get_sampling_period()
  - telemetry_set_sampling_period()

were both added by the commit 378f956e3f ("platform/x86: Add Intel
Telemetry Core Driver") in 2016 but have remained unused.

They're each a tiny wrapper that is the only caller through a similarly
named function pointer, and for each function pointer there's a 'def'
empty implementation and a plt implementation.

Remove all of those components for each function.

c912ac66b3 platform/x86: intel_scu_ipc: Move intel_scu_ipc.h out of arch/x86/include/asm
This is a platform/x86 library that is mostly being used by other
drivers not directly under arch/x86 anyway (with the exception of the
Intel MID setup code) so it makes sense that it lives under the
platform_data/x86/ directory instead.

No functional changes intended.

25f1ca31e2 platform/x86: intel_pmc_ipc: Convert to MFD
This driver only creates a bunch of platform devices sharing resources
belonging to the PMC device. This is pretty much what MFD subsystem is
for so move the driver there, renaming it to intel_pmc_bxt.c which
should be more clear what it is.

MFD subsystem provides nice helper APIs for subdevice creation so
convert the driver to use those. Unfortunately the ACPI device includes
separate resources for most of the subdevices so we cannot simply call
mfd_add_devices() to create all of them but instead we need to call it
separately for each device.

The new MFD driver continues to expose two sysfs attributes that allow
userspace to send IPC commands to the PMC/SCU to avoid breaking any
existing applications that may use these. Generally this is bad idea so
document this in the ABI documentation.

0759a8730c platform/x86: intel_telemetry: Add telemetry_get_pltdata()
Add new function that allows telemetry modules to get pointer to the
platform specific configuration. This is needed to allow the telemetry
debugfs module to fetch PMC IPC instance in the subsequent patch.

This also allows us to replace telemetry_pltconfig_valid() with
telemetry_get_pltdata() as well.

68c73fb224 platform/x86: intel_telemetry: Convert to use new SCU IPC API
Convert the Intel Apollo Lake telemetry driver to use the new SCU IPC
API. This allows us to get rid of the duplicate PMC IPC implementation
which is now covered in SCU IPC driver.

Also move telemetry specific IPC message constant to the telemetry
driver where it belongs.

378f956e3f platform/x86: Add Intel Telemetry Core Driver
Intel PM Telemetry is a software mechanism via which various SoC
PM and performance related parameters like PM counters, firmware
trace verbosity, the status of different devices inside the SoC, etc.
can be monitored and analyzed. The different samples that may be
monitored can be configured at runtime via exported APIs.

This patch adds the telemetry core driver that implements basic
exported APIs.
