Document the OTP memory found on Rockchip RK3576 SoC.
The RK3576 uses the same set of clocks as the px30/rk3308
but has one reset more, so adapt the binding to handle this
variant as well.

The clocks property correctly declares minItems and maxItems for its
variants, but clock-names does not. Both properties are always used
together, so should declare the same limits.

Support for old NVMEM fixed cells was deprecated in favour of
"fixed-layout". It's still part of the nvmem.yaml though and may be
unknowingly used by new bindings added without much of analyze.
To make it more difficult to accidentally support old syntax move its
binding to separated file with "deprecated" in its name.

RK3308, provide the required changes in the binding to be able to handle
both variants.
